Please tell me how to create a frame in which a picture of a character pops out of the frame frame, as in the image.

By placing the layer on which the image of the character is drawn above the frame border layer, you can make it stand out from the frame.
Procedure
1. Rearrange the layer with the image of the character drawn above the layer of the frame border.
* If there are multiple layers, put them all together in a layer folder and place them on the frame border.
2. Use the [Selection] tool or [Auto select] tool to create a selection inside the character.
3. Select [Layer] menu → [New layer] → [Fill solid] and place a [Fill layer] filled with white under the character image.
By arranging the [Fill layer], you can hide the frame borders that overlap the character.
The frame borders are hidden and the character's picture is projected.
