How do I convert a line drawn on a vector layer into a ruler?
Answer
Select the vector layer with the lineart, and then select [Layer] menu > [Ruler/Frame] > [Ruler from Vector] to create a ruler along the vector lines.

The vector lines remain, so erase them with the Delete key if necessary.
