How do I set up the tools like the the Eyedropper for use with a mouse in Clip Studio Paint for iPad?

If you check [Mouse] in [Modifier Key Settings], you can then set various tools to use with right and middle mouse clicks.
Ver. 1.10.0 of Clip Studio Paint for Ipad and later supports mouse operation.
Update to the latest here.
Procedure
1. Tap the Clip Studio Paint icon and select [Modifier Key Settings].
2. Check [Mouse] and set it to [Change tool temporarily].
3. When the [Change tool temporarily] dialog appears, select the desired tool and tap [OK].
4. Tap [OK] in [Modifier Key Settings] to confirm the setting.
